[css-d] DIV background problem

I had this great idea...  (I won't keep you in suspense, it doesn't work -
but I don't know why...)
How about if you enclose both the menu and content divisions within a
containing division?

So now I have

<body>
  <div id="all">
    <div id="navbar">
     *content of menu div*
    </div>  <!-- navbar -->
    <div id="main">
      *content of main div*
    </div>  <!-- main -->
  </div> <!-- all -->
</body>

Then I thought that the DIV all would extend over the whole page and is the
containing block of DIV navbar, so by setting

div#navbar {height: 100%; }

I can acheive the desired effect.  However it doesn't work...
I tried putting a great big red border around the whole lot by setting

div#all {border: thick red solid }

to see what is going on, in IE the border covers the whole page but it MZ  I
only get the border abound part of the page - it only extends downwards as
far as the bottom of the menu!
