Scott there are two bugs in one with your test case. I have seperated the two bugs into minimal
test cases.

Shows just the bug with the padding. The example on the right shows when the padding is swapped for
margins instead. This could also because you have used nested list.

This is a bug when using nested list and form elements such as "Input" show with a reddish
background. Only a page re-flow such as hovering one link with a change in background color is
needed to trigger this bug.
Now I will go off and do something random again like begin testing IE8. :-)
