You can give the entire content div 'position: relative; top: 50px' to
get the effect you want in IE/Win and Mozilla. Of course IE/Win doesn't
actually support 'position: fixed' without a fixup script (which you can
have if you like; I just haven't properly packaged it up into a module
yet).

Or here's a truly hideous solution that works on Mozilla and Opera. HTML:

  <a name="..." class="anchor">&nbsp;<span>anchor text</span></a>

CSS:

  a.anchor { position: relative; top: -50px; }
  a.anchor span { position: relative; top: 50px; }

urgh.
