Assuming you mean Netscape 4.x: not with CSS. Netscape 4 doesn't apply
stylesheet border rules to table. Neither does Opera 3.5.

The following non-standard HTML brings some color to tables in
Netscape 4.x:

table {border:solid 2px red;}

<table bordercolor="red" border=2 cellspacing=2>
