Assuming you mean Netscape 4.x: not with CSS. Netscape 4 doesn't apply
stylesheet border rules to table. Neither does Opera 3.5.

The following non-standard HTML brings some color to tables in
Netscape 4.x:

<style type="text/css">
table {border:solid 2px red;}
</style>

<table bordercolor="red" border=2 cellspacing=2>
<tr><td>R1C1</td><td>R1C2</td><td>R1C3</td></tr>
<tr><td>R2C1</td><td>R2C2</td><td>R2C3</td></tr>
</table>
