[css-d] Overflow Fix?

How does one prevent content overflowing divisions in NNx and Opera?
what appears in NN6, Opera...

Is there a better way to center  740px wide content, and not have the
float content overflow the outer container/division on the left, or have
the division on the link side extend along with the left side content?
[left side content is generated and increases.]

An outer border area of different bg color is also desired. (also
without tables/using xhtml)
