FWIW, I just create an empty <div class="rule"></div>, with .rule {
border-bottom: [attributes]; }

I don't know if this is considered kosher, but it works in IE5.5/Win,
IE5/Mac, and NS6/both. (Opera 6/Win requires that you put something in the
<div>. A &nbsp; will do.) You can also add a width attribute to the div as
well if you don't want it to fill the containing block.
