"Weak" layout

I just got a comment from one of the list members that I don`t understand about my webpage saying,
and I quote: "your layout is a bit weak, and can't take much, if any,
font-resizing in any browser. Test in browsers and you'll see how easily it breaks."
He suggests a complete rewriting of this weak layout but I don`t know what that would be. What does
he mean by "it breaks" in a browser? How can I rewrite it? Thank you!
