Just yesterday I ran into the same thing. My page and my CSS are valid,
etc., etc., and you can even see the CSS in the markup when you view the
source. The worst thing is that it's buggy. Sometimes it works, sometimes
it doesn't.
The testing I was doing was in:
-Mozilla .98: Everything worked properly here
-NN 7.0, PR1: CSS didn't always load, and I experienced DOM problems with my
style switcher
-M 1.1a: DOM problems fixed, but new CSS problems poppped up
