Because Target is not part of the XHTML spec.
If you want something that is XHTML compliant, you need to use
JavaScript. Here is what I use to accomplish the same task.... works
on javascript enabled browsers or not.
<a href="http://www.google.com" onclick="window.open
(this.href,'google','width=800,height=600,toolbar=1,location=1,directori
es=1,status=1,menubar=1,scrollbars=1,resizable=1'); return
false;">Google</a>
If you remove the width and height, then it just opens as a default
size.
