If you're starting from the knowledge that XHTML is very little different
from HTML4.01, then you know it because of the HTML 4 definition of the P
element (rule 9.3.1). OTOH, if you don't start with that knowledge, the
only way you'll get there is to decide that since there's no mention of
something resembling this in the section on differences between XHTML and
HTML4 that the information must be found in the HTML4 spec.
