I found this at The CSShark Answers FAQs

You can't add a color to hr in Netscape and, while it can be added and
used in Internet Explorer, it isn't valid HTML. Get around this problem
with the following rule:

.hrule {
border-top-width: 1px;
border-top-style: solid;
border-color: #FF0000; /*set color as desired*/
margin: 0px 2%;
}

I haven't tried it, so I don't know how well it works...
