Opera collapsing contentbox on input hover

Hi,
 
First post, after a fair amount of lurking/learning and i think it is a
tricky one (sorry!)
 
I have a problem in (seemingly) all versions of Opera (windows) where my
contentboxes collapse to a certain extent when an input on my menu is
hovered over. The page has an outer box and inner box which both have
submit inputs for tabbed style navigation. This works fine in all of the
latest browsers (including IE6 with a bit of Javascript), but Opera
seems to throw the widths around when hovering over the innertabs. 
The problem seems to be related to the textarea, but i really can't see
why. If anyone has any ideas they would be most appreciated as this is
hair-pulling out time!

The code validates as does the css (aside from colour warnings)... i'm
sure this must be a css problem somehow but can't see why.
