Hi Michael,
try changing the css to
#tag-cloud{
clear:both;
list-style:none;
display:table;
}
#tag-cloud li{
float:left;
margin:0 0.5em;
border-top:1px solid #ccc;
border-bottom:1px solid #ccc;
display:table;
vertical-align:bottom;
}
This should do the trick.
