Philippe hits the nail on the head.
However the answer to 2, now that Opera and Safari have got in line
with Gecko and IE's behaviour (as Gecko got in line with IE before),
is pretty obviously going to be the current anchors jumping within
the hidden block. The specs will be amended to conform to browser
behaviour (if necessary - it's arguable that the change from 2 to 2.1
is already sufficent)
