Alignment problems

I'm a novice at css layout. I'm having problems aligning the logo with the
top nav. The top nav is a list but I don't know if that makes a difference.
It is also in an include but displays no differently from a non-include
version I've tried.

The problem is the alignment is different in every browser on every
platform. If I fix it in one it looks bad in another.  I've experimented
with padding and margins. I'm trying to get the bottom of the nav list to
line up with the bottom of the logo image. IE in Explorer is the closest. I
know I could get what I want with absolute positioning or tables but I was
trying to avoid that. Would it be better to do that or is there an easy fix?
