I can't speak for anyone else on this list, but I personally try to have a
few stylesheets, based not on selectors but on function. One of them
controls positioning, layout. One controls colour scheme, display. One
controls fonts and textual stuff (unless I've bundled this one with display
sheet).

Inside the stylesheets I tend to break down selectors into sections based
on what area of the screen they're on.

Say I've got this structure:
+-------------+----------+-----------+
| Header/Logo | | Site Menu |
|-------------+ | |
| | |
+------------------------+ |
| Section Menu | |
+------------------------+ |
| Section | |
| | --------- |
| | Linkage |
| | |
| | |

Then I create 5 or 6 different "sections" in the stylesheet: General,
Header, Site Menu, Section Menu, Section (, Linkage).

Then in addition to this I generally bundle one stylesheet more, a JSSS
stylesheet for Netscape 4, that no other browser can handle.
