[css-d] escaping margins?

Howdy, everyone.

So I might just be a rather significant fool, but I'd like to get a
second opinion.

The other day, I noticed that Mozilla allowed the margins of a p tag
that was the first child of a div to escape from the p and affect the
div instead.  Nobody here seemed to have heard of such a thing, so I did
some investigating for my own personal boredom avoidance (hey, it keeps
me off the streets).

IE6, Opera 6, and Moz1.1 all cause the vertical margins of a block level
element that is first or last inside another block level element to
"escape" to the outer element and manifest there, instead.  So, my
question is, is this something everyone knew?  Is this some aspect of
the box model I have totally missed?  Or is it a bona fide bug?

Puzzled and just a bit sleep deprived now that I think about it,
