I tend to prefer to keep them all in one file if I can. At a previous 
job we spent 3 days trying to figure out why some of the style were 
randomly not applied to a site when loaded on IE4/NT4. The large 
corporate client had this as their SOE, and all the machines only had 
64mb. We figured that it was a memerory issue and sometimes it 
wouldn't load the second style sheet. Combining them into one solved 
the problem.

(The boss was very upset about this because although we did extensive 
testing the problem didn't show up until we delivered it. He accused 
us of all sorts of things, including not testing properly.)
