Can you please post a link to your page?
You have a fixed width div, header, inside the leftColumn div, and IE
auto expands divs to hold their content. So if 20% is ever smaller than
400px, IE just ignores your 20% and displays leftColumn at 400px in
order to display the entire header div inside.
There's also a chance that IE is freaking out over your left: 120% value
on header. I would get rid of this and use margins instead to move the
header div left or right from its original spot.
