peek-a-boo or something else?

....it is "something else" :-)

It is a negative side-effect of this hack...

* html #content {height: 1%;}   /* Holly hack to fix 3px jog in IEWin */

....as that 'hasLayout'[1] trigger gives IE/win more problems than usual
to calculate the actual width of that container with margins and all in
a fluid layout.

Changing that to...

* html #content p {height: 1%;}   /* Holly hack to fix 3px jog in IEWin

....makes the hack less perfect since it will then only work on affected
paragraphs, but the change will prevent the dropping.

Another solution is to add another div inside #content, and style that
to give some space for those IE/win calculation bugs. That will make it
line up correctly and render without flaws.

HTML:
<div id="content">
<div id="content-inner">

CSS:
* html #content {height: 1%;} <-- delete this

* html #content-inner {
float: left;
width: 100%;
margin: 0 -20px 0 -3px;
display: inline;
}

Fine-tune to taste, but keep that negative back-side margin (-20px)
large enough to provide space for IE-bugs. Otherwise it will drop again.

Note: you have already shut out all non-IE/win browsers that may apply
the '* html' hack by using an @media rule, so no need for that /* Hides
from other browsers \*/ filter in there.
