Hello Keith,
Well, you could use &lt; which would be the correct 'less than' sign, 
for reference use this: http://www.ascii.cl/htmlcodes.htm
As for the validator failing due to that, that was not the only reason. 
Also, in regards to formatting the & sign in URLs, which is also killing 
the validation process, google how to correct this via the .htaccess (it 
can correctly process all links and get around the URL problem). If I 
did not need to leave in about 1 min for a meeting, I could show you the 
way around this myself, but if you cannot wait, google is the way. ;)
