Hi Jason,
Is it possible? Yes, I think so.
In css:
    #row1 a { color: black; }
    #row1 a:hover {color: red; }
    #row2 a {color: green; }
    ...
And in html:
    <tr id="row1"><td>......</td><td> ............ </td></tr>
    <tr id="row2"><td>......</td><td> ............ </td></tr>
    ...
