h1 bottom border missing in IE

Someone smarter will give you a good answer.  Meanwhile this appears to 
work ...

	line-height: 60%;
	margin-left: 70px;
	padding-bottom: 5px;
	font-size: 34px;
	font-weight: normal;
	border: 2px solid white;
	border-bottom: 1px solid #3aa0ac;
}

At least in my local testing.
