How to specify the width of an element based on the width of his children?

You may try...

ul.test
{
   border : solid blue;
   border-width: 4px 1px 4px 1px;
   float: left;
   margin: 0;
   padding: 0;
}

....and see if that's close enough for comfort.
Floats will shrink to the size of their content in _new_ browsers,
_unless_ they are given width/height.
