Firefox :hover bug?

Firefox seems to ignore rules with selectors like .classname:hover.

See for an example.

The gray square is a div with class="classname". There's a CSS rule saying:
..classname:hover {border: 1px solid red}, but no red border appears in
Firefox when I hover over the square.

In Opera and Safari the red border appears as expected. IE, of course,
ignores the rule, as it doesn't recognize :hover on anything but <a>

Is this a Firefox bug that should be reported in Bugzilla?
