Firstly, you've floated the iframe to the left, which means it will appear to the left of anything
after it in the html. Secondly, you haven't actually positioned the iframe anywhere. Try this

	z-index: 2;
	position: absolute;
	top: 0;
	left: 0;

	width:  15%;
	height: 700px;

That should place it in the top left of the document (unless it's parent element is positioned, in
which case it will appear in the top left of it's parent).

As asides:

1. display: no; - I think you mean display: none;
2. SRC="javascript:false;" - What's that do?
