CSS dropdown menu + Accessibility Issue

A CSS-only menu will be less usable/accessible than a good
javascript+css menu. Note that there are a LOT of bad javascript+css
menus too.

The problem with an all-css solution is that you don't have the ability
to add some of the timers and more advanced keyboard navigation that the
javascript solutions can provide.

Also, there's the philosophical issue that people debate: CSS is for
style, javascript for interaction.
