It's not that weird when you think about it... The margin would be the
space between the HTML and the BODY element. What should be the
background color for the margin area, for example? The default color
for HTML in the user agent, of the same background as set on BODY?

IIRC, the CSS2 spec spend some words on this special case, making it
legal for browsers to apply the backgrpund color for BODY to its
margin area when there's nothing specified for the HTML element.
