a lot of that is just education of users to be aware of these things, it 
has to be said that DW's code generally isn't that bad. If you import a 
valid page into DW and are aware of a few points it will mostly stay valid 
- it doesn't automatically edit your own code most of the time and much of 
its own code is fine - it doesn't add custom tags etc.

If you are a handcoder working with DW for productivity (and you aren't 
working with CSS for layout) you probably will have few problems, its the 
newbies to web development that produce the worst font tag riddled examples 
of DW code that really gives it a bad name.
