Interesting question. May I offer my humble opinion. It's because 
somewhere, somehow, people began thinking that website development is EASY. 
It's something "my friend's son could do because he is always online 
surfing the Internet", or "it can't be that hard, Frontpage lets you create 
a webpage in minutes".

That, and I 100% agree with Tamara - you "create" a bit of a twiddle, your 
friends are too polite to tell you it's not all that, *poof*, you're a big 
time website creator.

I've had a guy I very much respected as a software programmer make the 
"what I do is important, but you know I don't think websites are all that, 
just throw them together... I mean, how hard can they be" comment and lost 
a large chunk of respect for him. Incidentally, his company's site now uses 
a java applet for all its navigation so if java is disabled or not 
supported, no go, but this doesn't bother him.
