I used http://web-sniffer.net/ to confirm that the css files are
served as text/css.

I then made a small test file with the following code in the header to
test the w3c validator with single quotes around attribute values in
the xhtml file and the lack of the type attribute in the links.

<base href="http://www.luusac.org.uk/" />
  <link rel="stylesheet" href="./styles/base.css" type="text/css" />
  <link rel='stylesheet' href="./styles/test.css" />
  <link rel='stylesheet' href='./styles/blue.css' type="text/css"
title='Standard' />

The <link>'s with the ' type="text/css" ' attribute set were picked up
by the w3c validator. The links without the type attribute set were
not validated. The validator must be looking for the type attribute to
determine what should be checked.
