min-height issues: please help!\

I haven't gotten any sleep for a couple days trying to solve this  
problem and I'm under (now behind) deadline, so I'll keep it brief.   
I've already tried the mezzoblue solution and that seemed to just  
make it worse, which would indicate a syntax problem on my part.    
I'd rather start at baseline and go from there so here goes:

I've been working on a site reconceptualization... baby steps as I'm  
having to manage up word.  Reviewed all my work in Firefox.

Right panel looks fine in Firefox. Not so in IE.

 From everything I've read, The min-height attribute is the culprit,  
but all of the fixes I've tried haven't worked, so I'm stuck.

I need the right panel to fill to the footer, and I need it to expand  
to accomodate different heights.

I'm really stuck here and I could really use some help. I'm going to  
sleep: hopefully the gods will smile down on me, or at least my inbox.
