Is it possible to create this type of a layout with CSS?

I realize you have solved your problem with this by using padding instead of margin. But "for the
record" what you encountered is the IE doubled float-margin bug [1], which effects floats with a
margin in the direction that they are floating. It can be solved by adding {display: inline;} to
your property declarations, and doing this does not cause any difficulties for current browsers.
