CSS 100% Height Woes

Hi All--

I'm having issues trying to get 100% height.
I've tried a few methods but I just can't seem to get it down  
completely.

CSS is below. If the content spans past the browser height, no problem,
but if it shorter, there is a gap between the content div and the  
footer.

If anyone can help me I would really, really appreciate it.
