Doesn't work for me. I see white-on-black in [IE6/Win, Op6/Win, Moz/Win].
Only N4/Win sees the blue - what you seem to have is an inversion of
Caio's hack.
This is useful, though - now you can use N4 layer hacks:
background-color: blue;
/*/*//*/ layer-background-color: blue; /* */
without it being invalid CSS.
