This is the bug that Owen Briggs called the "jumping links guillotine bug".
Basically when you hover over a link, in IE6 some content will disappear or
reappear, or jump around the page or reflow or break out of margins, etc.

I think it is related to this bug: http://web.phase4.net/ie6css/
(Note that the solution proposed on that page does NOT solve the bug in all
layouts. Moreover, that solution causes a NN6 bug, where NN6 will render
text over top of floated elements.)
Owen found in his tests the bug was triggered by using a bg color for
A:HOVER. I have found that the bug can be triggered in many other
situations, even when there is no bg color for A:HOVER.
Has anyone found a solution to this bug? Has anyone even determined
conclusively what conditions cause this IE6 bug to be triggered?
