I forgot to mention you'll need a Standards-Mode DOCTYPE.

Okay, here's another attempt that doesn't need one, and I think works. :-)
Anyone have any trouble with:

   html,body { overflow: auto; }
   html>body { overflow: visible; }
   html      { height: 100%; }

...?
