Extra scrollbar in IE (position : fixed hack, standards mode)

After switching over a position : fixed layout to standards rather than 
quirks mode in IE, a second, non-functional scrollbar has suddenly 
appeared next to the useable one:

Any idea why this might have happened? I am using the method described 
here (minus what is needed to get it to work in IE 5.5 and 5.1):

The page worked fine in most respects in quirks mode, but wouldn't 
center the footer and respect the max-width hack at the same time in IE, 
hence the switch to standards mode.
