stretching divs to 100% w/o images or negative margins

Why can't you use faux columns again?  I see an outer container div with
the park picture as background, then an inner container with one image
containing the 3 semi-transparent sections (can't do this with IE) as
background, then, inside of both, the 3 columns so everything stretches.
