Help with a display issue in firefox

I'm in the process of moving our templates from a table based layout to
a css layout. I've written a piece to take care of our standard
navigation elements that works on most of our pages:

} #bannercontent { 
position: absolute; 
left:5px; 
top:3px; 
width:100%;
 padding-bottom: 5px; 
background-color: #aa7700; 
}

I say most because the page I was working on today will not display the
background color in Firefox. IE - it looks great:

Any suggestions as to what I'm doing wrong?
