discussion on use/misuse of tags

The topic to which you are referring is generally known as "semantic 
markup," but since it is not in and of itself a CSS issue, it is off 
topic here.  If you have a specific, practical question about how a 
particular piece of markup might affect its CSS styling, then that is 
appropriate.  Otherwise, let's not discuss the theory of semantic markup 
in general.
