Accessibility

Hallo all.

I am developing a site for the public administration and it is required 
to have a minimum level of Accessibility.
But wich is this minimum level?

Using alt and title attributes for every link or image and let the user 
switch to a 'textual' version of the site, is it sufficient?

Wich other things should I do?
