There seem to be two causes for a bigger gap in IE than in Mozilla (and
others.)
One is that you didn't specify margins for your paragraphs, so there are
probably different defaults. Specify at least a top margin for your
paragraph "SolsticeSun Design..."
The second is that your "vertical-align: text-top" on #newproj is making IE
to further move down the paragraph.
I don't know what is your intended effect for this, anyway IE seems to use
it in a rather strange and completely wrong way. I would simply get rid of
it!
