CSS frames & IE again.

This is an attempt to combine the equal height columns layout with a CSS 
frames layout. In Mozilla, its mostly working, save that I can't figure 
out a way to hide the text above the header and below the footer. It 
would also be nice if I could get the text to scroll but not the 
background texture, if that is doable.

In IE, however, its a total disaster. I know that IE does need some 
tweaking for this to work, as I have done another CSS frames layout 
which does work in IE. That one, however, did not incorporate the side 
columns, and since I had extensive help when putting together the other 
layout, I haven't been able to figure out how to tweak it for this new one.

Any thoughts on whether what I am after is doable?
