In an attempt to build an accessible site, I've had endless problems

Known issue: There is a conflict between fixed/absolute positioning and
open submenu in ie, its one or the other due to a js fix, open submenu
wins for now. I'm going to attempt a tab accessible menu, I want to
make sure everything live is okay to date as I work in Safari and the
majority of my visitors are ie.
One question, for design purposes can <li> go inside <li> eg:
<li><li>...</li><li>....<li></li>....</li></li>
