what is wrong with the structure of this CSS?

Well I get with the W3C:

No error or warning found

To work as intended, your CSS style sheet needs a correct document
parse tree. This means you should use valid HTML.


However, it should say "this is valid CSS" if it indeed it is. Seems
like a parse bug still. Hmmm.
