Best laid plans on a fixed layout . . .H-E-doublehockeysticks!

I cannot see where in your HTML you have actually used the fixed positioning you indicate in your
CSS, so I'm not sure if you've succeeded or not.

That said, most everything on your page is absolutely positioned. This means that nothing knows that
anything else is there. When you resize your browser, each element goes merrily on it's way to
whereever it needs to without taking into account any other element. 

Perhaps you need to rethink your layout scheme. The following article will give you some information
about about how positioning can (or cannot) fit into the regular flow of a page.
