Class (header) render with no formatting

It allears the v4sheet.css style sheet is not being read by the browser. 
I used Firefox's DOM inspector to see what styles are applied to 
LayerHeader.header.  The only styles applied are the inline styles, as 
if the style sheet did not exist.

I did not look at the script loaded style sheet, w3csheet.css. Does 
w3csheet.css do a bunch of style resets or overrides?  Try disabling 
that script for diagnostic purposes.

BTW, the Geocities pop-up script, as first line in the file, totally 
negates the !doctype, tossing some browsers back into quirks mode.
