First, pick a doctype for your page.  You currently have a partial one,  
so I recommend

<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01//EN"
    "http://www.w3.org/TR/html4/strict.dtd">

Second, make sure your html validates.  If you have questions about the  
validators error messages, ask.  Often problems are caused by incorrect  
html and not by the css per se.

As an aid, I highly recommend the WebDeveloper toolbar for  
mozilla/firefos.
