nav menu breaks down upon text resize

Hi, thanks for the responses,

I tried the list approach first however it displayed the subnav 
awkwardly prior to the stylesheets loading. Is it a more tried and true 
approach for what I'm trying to do and if so how can I keep the subnav 
elements from displaying prior to positioning them?
